			<content:encoded><![CDATA[<p>The Philippines is basically an underdeveloped agricultural country. Majority of its people still live in the rural areas and support themselves through agriculture and fisheries. The nation’s main problem is widespread poverty and social injustice.</p>
<p>The main thrust of our platform is emancipating the people from poverty and injustice. Self reliant and sustainable economic development program shall be pursued by implementing agrarian reform, increasing agricultural productivity and developing domestic industries. The problems of environmental destruction, climate change and recurring calamities shall be comprehensively addressed. High priority shall be given to education, health, housing and other basic social services.</p>
<p>Economic development should be coupled with reforms ensuring social equity and respect for human rights. People empowerment and good governance are vital to implementing meaningful reforms in the economy, politics, culture and foreign relations.</p>
<p>A foreign policy based on respect for national sovereignty and ensuring mutual benefit shall be charted. The policy of economic liberalization and blind adherence to “globalization” must be reviewed. Unequal economic, military and other foreign treaties and agreements must be corrected.</p>
<p>On agriculture and rural development</p>
<p>The development of our agricultural lands and providing livelihood opportunities shall raise the standard of living in the rural areas and increase manpower productivity. Food production should be geared towards food self sufficiency. Emphasis should be given to staple crops such rice and corn.</p>
<p>We shall review the policy on trade liberalization in agriculture and provide support and safety nets in order to protect local producers and at the same time giving them access to global market. We will provide support to farmers in the form of appropriate agricultural inputs and post harvest facilities. We should open market opportunities for local products by providing for new roads and bridges to access and facilitate mobility.</p>
<p>We need to develop rural industries by providing forward and backward linkages, access to technology, and micro finance. We shall facilitate the development of agri-business and entrepreneurship.</p>
<p>On agrarian reform</p>
<p>Effective land distribution and thoroughgoing land reform is the government’s mechanism to address landlessness. A land to the tiller program is a vital element of a comprehensive strategy for economic and social development.</p>
<p>Basically the aim is to provide land to the landless tillers in recognition of the long years of diligent labor that farmers and farm workers have put in order to harness and in making the lands productive.</p>
<p>For existing CARP beneficiaries there should be access to rural finance and technical support to improve land productivity and generate income. Farmer beneficiaries who have arrears in amortization shall be given the opportunity for relief or condonation of their debts.</p>
<p>Government must compensate small and medium landowners who were not indemnified but were covered by the current land reform program and to pursue land distribution with compensation to the remaining land owners covered by the land reform law. Business opportunities shall likewise be offered to landowners  parting with their lands.</p>
<p>Offer joint ventures with big landowners to promote development of competitive and new industries that will provide employment opportunities, stable revenue source and a vehicle for the growth of our export industry.<br />
On the development of manufacturing and local industries</p>
<p>The key to economic growth, aside from agriculture development, is the promotion of a viable manufacturing sector. The development of local industries should be supported by available subsidies and loans and technical support from government for them to grow and survive.</p>
<p>Provisions for government subsidies and tax relief for Filipino industrialists and SMEs should be explored to encourage local investors to go into the manufacturing business and venture into developing strategic industries side by side with the government as partner.</p>
<p>In the immediate, the Filipino manufacturing sector shall be given priority alongside with agriculture to address the impact of the global economic crisis and unfair foreign competition. Public sector investment will be developed even as private initiatives shall be promoted to venture into developing our local industries and in the use of our natural resources.</p>
<p>If efficiently done, almost always manufacturing spurs growth by providing jobs and reducing dependence on imports. To start with, there is a huge local market that will sustain local industries as long as production output and consumer goods are of good quality, affordable and competitive to international standards.</p>
<p>There must be a program to promote patriotic awareness among consumers to use and buy locally produced goods. The benefits of development must be shared with labor for it to be self-sustaining. With a viable and strong manufacturing industry, domestic job generation will be sustained and wages will be sufficient<br />
to give a life of dignity and pride for our workers. Likewise, government revenues shall be stabilized and outmigration to foreign countries systematically reduced.</p>
<p>Foreign investors are welcome to invest in the Philippines as long as the national patrimony and economy is protected and not compromised. Foreign investors shall be allowed access to land through the lease system.</p>
<p>Land ownership has always been an important component of building up the Filipino middle class and it should not be easily compromised. Trade and investment policies and agreements that are disadvantageous to the country and the people should be reviewed and corrected. Promotion of partnership with donors and foreign investors should be based on agreements that are mutually beneficial to our country and people.</p>
<p>Develop government capacity to enter into new industrial accord either through joint venture with local capital and/or foreign investors to promote growth and provide services to our people.<br />
On the rights of the working people</p>
<p>Due to the current economic slow-down and in the face of difficult local capital build-up, government should provide for a stimulus package to immediately address the need of laborers and employees for a just and decent wage. A reasonable, legislated wage hike shall be considered as an option alongside with the Regional Tripartite Wages and Productivity Boards in addressing the demands for wage hikes.</p>
<p>Measures will be put in place to strengthen job security. Local banks shall promote borrowings and provide loans to local capitalists for them to help their businesses grow. With the availability of fresh funds, businesses can earn decent incomes that shall allow them to eventually provide productivity incentives to their employees.<br />
On basic social services</p>
<p>We shall increase investments in human capital development through the improvement and expansion of free primary and secondary education, greater access to tertiary education, and the improvement of basic health services while developing a comprehensive health care system especially for the poor</p>
<p>Priority programs shall be focused on the most marginalized sectors of our society as they are also our biggest source of manpower and human resources for agriculture, industry and services.</p>
<p>We shall vigorously pursue various various forms of debt relief from international financial institutions and foreign banks and prioritize the allocation of funds to basic social services and the development of agriculture and industry.<br />
On the environment and disaster response</p>
<p>We need to utilize the country’s natural resources for our people’s development in a sustainable manner. We shall resolutely address and solve the problem of large scale destruction of the environment and work for the preservation and regeneration of a healthy ecological balance.</p>
<p>We shall set in place a comprehensive disaster preparedness and response program and contribute in a meaningful way in the worldwide effort to mitigate and solve the problem of global warming and climate change.<br />
On good governance and public accountability</p>
<p>One of the main reasons for the worsening corruption and other crimes in the Philippines is impunity, where allies of the Arroyo administration and high public officials escape serious investigation and prosecution while the opposition and dissenters are harassed with trumped up charges and political repression. In order to promote good governance, it is important to hold accountable Pres. Gloria Arroyo and other high public officials and personalities for possible charges of<br />
plunder, electoral fraud, gross human rights violations and the coverup of these crimes.</p>
<p>The statements of assets, liabilities and net worth of public officials shall be made accessible for public scrutiny. Lifestyle checks shall be seriously pursued starting with the President and other high ranking public officials. The Government should ensure utmost protection of all whistleblowers exposing crimes of public officials. Cases of graft and corruption shall be exposed and prosecuted to the full extent of the law. Full recovery of the Marcos ill-gotten wealth will be pursued.<br />
On human rights and justice</p>
<p>Justice and indemnification will be provided to the victims of human rights abuses under the martial law regime as well as under succeeding<br />
governments.</p>
<p>The comprehensive recommendations of the report of UN Special Rapporteur for Extrajudicial Executions Philip Alston shall be immediately addressed and implemented. On the peace process between the GRP and the CPP/NPA/NDF and other armed hostilities</p>
<p>It is important to both parties to pursue peace with sincerity and with the aim of solving the armed conflict through genuine economic development benefitting our country and our people first and serving the global community second.</p>
<p>Once peace is achieved, there should be provisions for constants dialogue and review of commitments to prevent the recurrence of animosity and discord.<br />
On foreign relations and the Visiting Forces Agreement</p>
<p>An independent foreign policy based on the respect for national sovereignty, peaceful settlement of conflicts and mutual benefits of concerned countries shall be charted.</p>
<p>We need to promote and increase trade relations with our Asian neighbors in the spirit of equality and mutually beneficial accords. We should learn from each other the knowledge built around years of technology, research and development and marketing promotions.</p>
<p>The Visiting Forces Agreement must be reviewed and its terms negotiated – specifically on Philippine criminal jurisdiction, the prolonged presence of US troops and non-combat participation – based on the provisions of the fundamental laws of the land.</p>

<p>    * Its legitimacy is under question;<br />

    * It stays in power by corrupting individuals and institutions;<br />
    * It confuses the people with half-truths and outright lies;<br />
    * It rewards, rather than punishes, wrongdoing;<br />
    * It offers no lasting solutions for the many problems of the country;<br />
    * It weakens the democratic institutions that hold our leaders accountable.<br />
    * It hinders our local governments from delivering basic services;<br />
    * It has no vision of governance beyond political survival and self- enrichment.</p>
<p>A People Crying out for Change</p>
<p>    * Corruption robs our children of their protection, nutrition and education.<br />
    * Corruption destroys our families and communities.<br />
    * Corruption steals from our farmers and workers.<br />
    * Corruption deters businessmen from investing in our economy.<br />
    * This has eroded our spirit as individuals, as communities, as a people.<br />
    * We have lost trust in the democratic institutions we so courageously re-established after the dictatorship.<br />
    * Our proven capacity for collective outrage and righteous resistance has been weakened.<br />
    * We have ceased to depend on the patriotism and civic engagement that used to animate many of our efforts.<br />
    * We have become divided and alienated, focusing only on ourselves and on our individual pursuits.<br />
    * Our moral faculties as a people have been paralyzed.<br />
    * We have retreated into a dark world of self-absorption and cynicism. Our collective despair has reached its lowest point.</p>
<p>Then finally, the gift of Light</p>
<p>Cory Aquino passed on to the next life. From our sadness, we awakened to a shaft of light cutting through the darkness. She left the</p>
<p>Filipinos a legacy of selfless love for country and people. Filipinos’ connection with each other was rekindled.</p>
<p>In death, she enabled us to hope again for decent government. The millions who connected with Cory at her funeral represented something more than euphoria, sentiment or transient emotions. They represented the reverent memory of a good leader in the past and the firm hope of having a similarly good leader in the future.</p>
<p>A People’s Campaign of Renewed Hope…</p>
<p>    * Anchored on Ninoy’s and Cory’s legacy of change through the ways of democracy<br />
    * Embraces the qualities of integrity, humility and trust-worthiness in public leadership<br />
    * Recognizes the absence of these qualities in government as a major cause of widespread poverty, misery and despair.</p>

<p>We will start to make these changes first in ourselves—by doing the right things, by giving value to excellence and integrity and rejecting mediocrity and dishonesty, and by giving priority to others over ourselves.</p>

<p>5. From justice that money and connections can buy  to a truly impartial system of institutions that deliver equal justice to rich or poor.</p>
<p>Economy</p>
<p>6. From government policies influenced by well-connected private interests  to a leadership that executes all the laws of the land with impartiality and decisiveness.</p>
<p>7. From treating the rural economy as just a source of problems, to recognizing farms and rural enterprises as vital to achieving food security and more equitable economic growth, worthy of re-investment for sustained productivity.</p>
<p>8. From government anti-poverty programs that instill a dole-out mentality  to well-considered programs that build capacity and create opportunity among the poor and the marginalized in the country.</p>
<p>9. From a government that dampens private initiative and enterprise  to a government that creates conditions conducive to the growth and competitiveness of private businesses, big, medium and small.</p>

From a government that treats its people as an export commodity and a means to earn foreign exchange, disregarding the social cost to Filipino families  to a government that creates jobs at home, so that working abroad will be a choice rather than a necessity; and when its citizens do choose to become OFWs, their welfare and protection will still be the government’s priority.</p>

<p>11. From Presidential appointees chosen mainly out of political accommodation  to discerning selection based on integrity, competence and performance in serving the public good.</p>
<p>12. From demoralized but dedicated civil servants, military and police personnel destined for failure and frustration due to inadequate operational support  to professional, motivated and energized bureaucracies with adequate means to perform their public service missions.</p>
<p>Gender Equality</p>
<p>13. From a lack of concern for gender disparities and shortfalls, to the promotion of equal gender opportunity in all spheres of public policies and programs.</p>
<p>Peace &#038; Order</p>
<p>14. From a disjointed, short-sighted Mindanao policy that merely reacts to events and incidents  to one that seeks a broadly supported just peace and will redress decades of neglect of the Moro and other peoples of Mindanao.</p>
<p>Environment</p>
<p>15. From allowing environmental blight to spoil our cities, where both the rich and the poor bear with congestion and urban decay  to planning alternative, inclusive urban developments where people of varying income levels are integrated in productive, healthy and safe communities.</p>
<p>16. From a government obsessed with exploiting the country for immediate gains to the detriment of its environment  to a government that will encourage sustainable use of resources to benefit the present and future generations.</p>

<p>Gibo’s campaign signs plastered on moving buses have apparently paid off, that another candidate found it effective, too. Senate president Juan Ponce-Enrile, who is up for re-election, followed Gibo’s bus campaign. Enrile also has a life size photo plastered at the back of several buses.</p>

			<content:encoded><![CDATA[<p>villar’s ads were not on poverty directly. he was on the ofw campaign when he started airing ads. the ofw positioning only indirectly touches on poverty and in these ads, the positioning was on his generosity at helping ofws. it was really more on establishing the charactr of being helpful and generous and much less on solving anything.</p>
<p>from the ofw campaign, it shifted to introducing the villar persona and his history. these were the ads where he told viewers his roots in tondo, that he himself was poor. the idea is to paint a personality profile of villar to the voters, sort of like distributing his resume to the voters. in advertising terms, this was to establish villar’s brand image in more concrete terms.</p>
<p>during this time he also ran ads that talked to the youth.  while the target in those ads clearly shifted to young voters, it continued to be on the idea of building the villar brand image. in these ads he was saying that villar is someone different from what people may have originally though of him. he was a down to earth man to whom people, specially young voters can relate to.<br />

Those who were allowed to run in the national elections were Sen. Benigno &#8220;Noynoy&#8221; Aquino III (Liberal Party), Olongapo City councilor JC de los Reyes (Ang Kapatiran), former President Joseph Estrada (UNO-PMP), Sen. Richard Gordon (Bagumbayan), Sen. Jamby Madrigal (independent), former Defense Secretary Gilbert Teodoro (Lakas-Kampi-CMD), Bro. Eddie Villanueva (Bangon Pilipinas) and Sen. Manny Villar (Nacionalista Party).  Meanwhile, the Comelec likewise trimmed down the vice presidential aspirants to eight. They include Sen. Mar Roxas (Liberal Party), Makati Mayor Jejomar Binay (UNO-PMP), former Metropolitan Manila Development Authority chairman Bayani Fernando (Bagumbayan), Sen. Loren Legarda (Nacionalista Party), Edu Manzano (Lakas-Kampi-CMD), broadcaster Jay Sonza (KBL), former Securities and Exchange Commission chief Perfecto Yasay (Bangon Pilipinas) and Dominador Chipeco Jr. (Ang Kapatiran).  The poll body has allowed 58 senatorial candidates out of the more than 100 senatorial bets who filed their respective COCs.</p>

<p>MANILA, Philippines &#8211; Nacionalista Party (NP) standard-bearer Sen. Manuel Villar Jr. and his running-mate Loren Legarda yesterday filed their certificates of candidacy (COCs) for president and vice-president, respectively, with the Commission on Elections (Comelec).</p>
<p>Villar and Legarda were accompanied by some NP “senatoriables” led by Sen. Pia Cayetano, Ilocos Norte Rep. Ferdinand Marcos Jr., Adel Tamano, Susan Ople, Gwendolyn Pimentel and Ramon Mitra.</p>
<p>The NP team heard Mass at 8:30 a.m. officiated by Parañaque Bishop Jessie Mercado at the nearby Manila Cathedral, where supporters, close relatives and friends clad in Villar’s signature orange and Legarda’s white joined the candidates.</p>
<p>Villar’s wife, Las Piñas Rep. Cynthia Villar, and three children –Paolo, Mark and Camille – were also at the church.</p>
<p>“This is the beginning of our desire to uplift our countrymen from poverty,” Villar said in Filipino.</p>
<p>The Comelec received Villar’s COC at 9:53 a.m. Villar and his supporters had to pass through the supporters of Jesus is Lord (JIL) Bro. Eddie Villanueva, who also filed his COC for president.</p>
<p>The throng of orange-wearing supporters divided the JIL-crowd who wore yellow.</p>
<p>Villar said he is proud of the NP lineup, which represents a cross-section of society.</p>
<p>Also present during the filing were Senate Minority Leader Aquilino Pimentel Jr., NP secretary-general Sen. Alan Peter Cayetano and his wife Rep. Lani Cayetano, NP spokesman Gilbert Remulla, Rep. Timmy Chipeco, and former Ilocos Norte Rep. Imee Marcos.</p>
<p>Detained Col. Ariel Querubin, who is also part of the NP senatorial slate, filed his COC after he got a temporary pass from detention.</p>
<p>Querubin arrived at the Comelec with his wife Pong and children. He was in military uniform but later changed to civilian clothes to signify his intent to join public office.</p>
<p>Legarda, in an interview, said that Gabriela Rep. Liza Maza is rejoining the NP after a “misunderstanding” between her and the party had been ironed out.</p>
<p>Maza and Bayan Muna Rep. Satur Ocampo decided not to join the NP slate and instead filed their bids as independent candidates after Villar allied with the Kilusang Bagong Lipunan and included Rep. Marcos in the senatorial slate.</p>
<p>Villar said his party offers “true change” not only in leadership but “improvement in the lives of poor Filipinos.”</p>
<p>“This filing formalizes our campaign against poverty and corruption. Our slate has representatives who advocate for environment, overseas Filipino workers, health, women, and labor groups. We need to fight poverty,” he said.</p>
<p>Villar vowed to alleviate the lives of the poor if he wins as president during his proclamation rally in Tondo, Manila last Sunday night.</p>
<p>“A hungry person is not free. A person who has no decent life has no freedom. And freedom and democracy have no meaning if the Filipino people is living in poverty,” Villar said in Filipino during the rally at Macario Sakay park, just a stone’s throw away from their old house.</p>

<p>The other presidential hopeful included in the survey registered at most 4 percent, including Vice President Noli De Castro who got 4 percent and Defense Secretary Gilbert Teodoro, standard-bearer of the administration party Lakas-Kampi-CMD, who got 2 percent.</p>
<p>Less than one in ten Filipinos (4 percent) does not have a favored presidential candidate at the moment, according to the survey.</p>
<p>Last month, Escudero resigned from the Nationalist People’s Coalition (NPC), but did not say if he is no longer seeking the presidency.</p>
<p>In expressing their voting preference, respondents cited the presidential hopefuls’ clean public record (malinis) or alternatively, not being corrupt (hindi kurakot), according to the polling agency.</p>
<p>The survey, which had 1,800 respondents who are of voting age, was conducted through face-to-face interviews. It had a +/-2 percent error margin at the 95 percent confidence level.</p>
<p>According to Pulse Asia, the following developments dominated the news headlines during the conduct of the survey: (1) the formal declaration of former President Joseph Estrada of his bid for the presidency in 2010 and questions raised regarding the legality of this bid; (2) Senator Loren Legarda’s declaration of her plans for the May 2010 elections and Department of Interior and Local Government (DILG) Secretary Ronaldo V. Puno’s withdrawal from the vice-presidential race; (3) Senator Francis G. Escudero’s departure from the Nationalist People’s Coalition (NPC);</p>
<p>(4) the continuing search for a running mate by both Department of National Defense (DND) Secretary Gilbert C. Teodoro Jr. and Senator Manuel B. Villar Jr.; (4) the long lines of late registrants catching the last days of registration for the May 2010 elections; (5) the resignation of Department of Public Works and Highways (DPWH) Secretary Hermogenes E. Ebdane Jr.; (6) continuing relief efforts in the aftermath of typhoons Ondoy and Pepeng, as well as the arrival of two new storms; and (7) the freeze on oil prices and other energy products, as well as basic commodities, imposed by the government.</p>

<p>&#8220;Yes, I will run,&#8221; Estrada, 72, told AFP, when asked to confirm local press reports of his decision.</p>
<p>The former movie action star said he had chosen Jejomar Binay, the popular mayor of Manila&#8217;s Makati financial district and a leader of the political opposition as his vice presidential candidate.</p>
<p>Estrada said he would make a formal announcement of his decision at the Catholic Sto Nino church in the impoverished Manila district of Tondo on Wednesday next week.</p>
<p>Tondo was the setting of many of his past movies, in which he gained massive national popularity by playing tough guy roles as defenders of the poor and downtrodden.</p>
<p>Estrada represents the United Opposition, a coalition of two influential parties that have been critical of President Gloria Arroyo&#8217;s rule.</p>
<p>However there are two strong opposition contenders representing other parties in next year&#8217;s elections: Benigno Aquino, the son of the late democracy icon Corazon Aquino, and billionaire property developer Manny Villar.</p>
<p>Defence Secretary Gilberto Teodoro will represent Arroyo&#8217;s ruling Lakas-Kampi-CMD coalition.</p>
<p>Estrada said he was confident of victory in the May 2010 polls.</p>
<p>&#8220;I will not run for the presidency if I&#8217;m not sure I&#8217;ll win,&#8221; he said.</p>
<p>Estrada said his edge would be his experience, having climbed the political ladder first as a town mayor, a senator and a vice president before a landslide victory as the country&#8217;s 13th president in 1998.</p>
<p>Estrada&#8217;s term, however, was cut short by a military-backed popular revolt in 2001, amid accusations he amassed wealth from illegal gambling kickbacks and shady deals amounting to about 80 million dollars.</p>
<p>He was convicted of large-scale graft and sentenced to life in jail in 2007.</p>
<p>But Arroyo, who played a key role in deposing him when she served as his vice president, pardoned him six weeks later.</p>
